Centralised user security settings
Improved user management with a centralised security tab and corrected navigation in partner contexts.

- Security tab on the user detail page: administrators can set a new password, generate a temporary password, and reset 2FA directly; without separate screens.
- Improved back navigation: moving from partner to client to user and back now follows the correct context at every level.
